ARPA-SLFRF Reporting
As a recipient of American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF), Washoe County is required to submit various reports to the U.S. Treasury Department. There are two types of reports. Each quarter, the County must submit a detailed report of projects and expenditures made using SLFRF dollars. Additionally, in July, the County must submit it's annual Recovery Plan outlining the jurisdictions intended and actual uses of SLFRF dollars in the community.

Each quarter, SLFRF recipients are required to submit a detailed report of the projects and expenditures funded with American Rescue Plan funds.

Washoe County Recovery Plan
Annual Recovery Plan Performance Reports provide a high-level overview of the jurisdiction’s intended and actual uses of funding including, but not limited to: the jurisdiction’s plan for use of funds to promote a response to the pandemic and economic recovery, key outcome goals, progress to date on those outcomes, and any noteworthy challenges or opportunities identified during the reporting period. These reports are due annually in July.
In August of 2021, Washoe County submitted it's first Recovery Plan to outline intended uses for ARPA-SLFRF funds. The report gives an overview of the county's demographics, use of funds, and community engagement strategies. When the County submitted the August 2021 plan, there were three projects identified for ARPA-SLFRF funding. Since the plan was submitted, the County has taken considerable steps to develop evaluation techniques and strategic investments of these once in a lifetime funds.

November 28, 2023 BCC Meeting Update
The Board approved item 7.E.4 for an interlocal agreement with, and subgrant to, the City of Reno in the amount of $100,000 for expenses incurred by Dig Studios, an architecture and design firm, for a Truckee River Master Plan.

The Board approved allocations of $6,231,494 to support 20 new projects for community and regional initiatives.
July 11, 2023 BCC Meeting Update
The Board approved allocation of $8,119,635 to support 16 projects for internal projects to promote parks and recreation, innovative services, and vulnerable populations. The Board removed two projects on the list due to other funding that had been identified for the projects.
June 20, 2023 BCC Meeting Update
The Board approved agenda item 20 to support deobligation of $1,516,804.42 from completed projects. The Board also approved transfer of Q1-Q3 12% indirect costs on eligible costs in the amount of $255,681.56

April 25, 2023 BCC Meeting Update
On April 25, 2023, the Board of County Commissioners (BCC) approved an increase in funds for the National Fitness Courts project to include shade structures.
March 28, 2023 BCC Meeting Update
The Board approved an increase of funds to the Our Place Site Enhancement project for $88,964 to modify the site to have turf instead of grass for reduced maintenance costs.
February 14, 2023 BCC Meeting Update
The Board approved a subgrant to the Boys and Girls Club of Truckee Meadows in the amount of $1,500,000 to support expanding childcare in the region. The Board also heard an update from the Community Reinvestment Manager on the division's programs and ARPA-SLFRF management.
December 20, 2022 BCC Meeting Update
The Board approved an award increase of $3,150,000 Project #2 Washoe County Cares Campus Capital to increase the total amount of award to $24,618,706. The additional funds will be used for a portion of the funding for Phase III of the Cares campus expansion. The Board also approved funds to be used to purchase the Real Property at 1240 E. 9th Street, Reno, NV in the amount of $4,800,000 for the purpose of Washoe County use to provide behavioral health services.
December 13, 2022 BCC Meeting Update
The Board of County Commissioners approved $7,505,970 worth of ARPA-SLFRF projects. This includes one amendment to Project #11 for the Washoe County Public Defender personnel in the amount of $1,585,892 for a total award amount of $2,826,746 to address court case backlog caused by the pandemic. The Board also approved $2,060,000 to support the Affordable Housing Trust Fund and $500,000 to support a County-wide civil rights and equity engagement review of County programs and services. Lastly, the Board approved 11 nonprofit subgrants as a part of the Community Reinvestment Grant Program including: Note-Able Music Therapy Services, Food Bank of Northern Nevada, Catholic Charities of Northern Nevada, Domestic Violence Resource Center, Nevada Legal Services, Communities In Schools of Nevada, High Sierra Area Health Education Center (AHEC), The Life Change Center, ReDirect Youth Outreach, The Empowerment Center, and Northern Nevada Literacy Council.

October 25, 2022 BCC Meeting Update
On October 25, 2022, the Board of County Commissioners (BCC) approved two projects to support General Improvement Districts. Incline Village GID (#41) received a subgrant of $250,000 to support construction of additional skate park equipment and concrete. Gerlach General Improvement District (GGID) (#54) was provided support in the amount of $250,000 by commissioning an affordable housing study and plan for an 18-acre parcel owned by the GGID. Additionally, the BCC approved 12 nonprofit subgrants in the amount of $1,021,113.13 through the Community Reinvestment Grant Program. Nonprofits supported included (Projects #42-53): Options Veterinary Care, Big Brothers Big Sisters of Northern Nevada, Community Foundation of Northern Nevada, Project Discovery, Friends of Black Rock High Rock, Tu Casa Latina, Incline Education Fund, Pioneer Center for the Performing Arts, Rebuilding Together Northern Nevada, Sierra Nevada Journeys, Terry Lee Wells Nevada Discovery Museum (The Discovery), and Community Services Agency.

October 11, 2022 BCC Meeting Update
On October 11, 2022, the BCC approved construction of two National Fitness Courts in support of project (#40) for $312,000 in match funds to Renown’s $100,000 grant to Washoe County to install outdoor community fitness equipment.
September 13, 2022 BCC Meeting Update
On September 13, 2022, the BCC approved the amendment of Project (#22), the Health District Mobile Outreach Vehicle to increase the budget by $85,498 to account for the increased price in procuring the vehicle.
The Board also approved the following projects and subgrants:
- Juvenile Services - Multisystemic Therapy (MST) Pilot Program (#34) for high-risk juvenile justice involved youth in the amount of $661,924.
- Family Peace Center (#35) which provides access to supervised visitation and exchange services for families dealing with court matters at the Second Judicial District Court in the amount of $480,281.
- Elections Translation & County Website Accessibility (#36) for $300,000 to the Office of the County Manager’s Communications Division supporting translation services of the general election and providing an audit of the County’s accessibility on its websites.
- Senior Services Soft Serve Machine (#37) for $15,000 to encourage senior participation in events at the Senior Services Department.
- Sun Valley General Improvement District (#38) received a subgrant of $250,000 to support recreation activities in Sun Valley.
- Palomino Valley General Improvement District (#39) received a subgrant of $250,000 to support road repairs in Palomino Valley
July 19, 2022 BCC Meeting Update
Washoe County Board of County Commissioners approved a subgrant award in the amount of $50,000 for Soulful Seeds, a local nonprofit operating a garden at the Washoe County Our Place campus.

The Reno Housing Authority was awarded $350,000 of Washoe County's SLFRF funds to support affordable housing in Washoe County.

The Board of County Commissioners approved an increase of budget to two projects - Kids Kottage and Well Care. Additionally, the BCC approved the Incline Village Justice Court Renovation project for $747,800.
May 24, 2022 BCC Meeting Update
On May 24th, 2022, the Washoe County Commissioners approved funding for five new ARPA-funded projects for $2,902,258.66.
- Washoe County Sheriff’s Office Security Upgrade - $2,000,000
- Regional COVID-19 Wastewater Surveillance Research - $504,258.66
- Wilbur D. May Museum (assistance for recovery of lost revenue due to closure on account of the COVID pandemic) - $200,000
- Recruitment & Retention Incentive Program - $150,000
- Washoe Wellness Center (an on-site fitness facility for use by county employees in connection with work) - $48,000
May 10, 2022 BCC Meeting Update
On May 10, 2022 Commissioners approved amended award allocations for three projects after competitive bid processes came in above the previously budgeted amounts. Budget increases were made to Our Place Site Enhancements, Our Place Garden, and Safe Camp Capital projects.
- Safe Camp Capital project in a total amount of $4,693,132 (an increase of $193,132 over the $4,500,000 allocated and approved by the Board on July 20, 2021)
- Our Place Enhancements project in a total amount of $926,477 (an increase of $476,477 over the $450,000 allocated and approved by the Board on December 14, 2021), and
- Our Place Community Garden Fencing project in a total amount of $164,377 (an increase of $34,377 over the $130,000 allocated and approved by the Board on December 14, 2021),
April 26, 2022 BCC Meeting Update
On April 26 , 2022 Commissioners discuss Community Reinvestment Program in the form of community grants: Community Reinvestment Manager Gabrielle Enfield presented the newly created Community Reinvestment Program, which is designed to build a resilient Washoe County by connecting federal, state and local grant funds to areas of need.
Washoe County received $91.5 million in ARPA-SLFRF grants, $46.7 million of which has been awarded so far to 25 internal projects and two nonprofit awards. The second tranche of funding is anticipated around May 19, 2022. The majority of projects are started, and most are focused on “negative economic impacts,” i.e. homeless services and capital improvement projects, and services for youth and social services.
The Community Grant Program is a $4 million program made up of small grants up to $50,000 and standard grants up to $1 million. Staff will conduct community outreach about the program in the month of May, with the application period opening in June, and funding awarded in October.
“I think there may be opportunities when you have departmental meetings to chat with folks to see what are nonprofits doing in the community that would assist your work in the County,” Commissioner Alexis Hill said. “I think there’s a real opportunity to find a great nexus and do that transformational programming.”

January 11, 2022 BCC Meeting Update
On January 11, 2022, the Board of County Commissioners approved two subgrants to local nonprofits. The Children's Cabinet received $100,000 to support it's Signs of Suicide program. The Great Reno Balloon Race received $100,000 to support the annual event in September 2022.

December 14, 2021 BCC Meeting Update
On December 14, 2021, the Board of County Commissioner received a status update and approved allocation of American Rescue Plan Act funds through the Coronavirus State Fiscal Recovery Fund and Coronavirus Local Fiscal Recovery Fund in a total amount of $40,201,764.00.
The projects fall within the American Rescue Plan Act (and the Coronavirus State Fiscal Recovery Fund and Coronavirus Local Fiscal Recovery Fund) eligible uses, include a implementation process, and come with extensive compliance and reporting requirements. August 17, 2021 BCC Meeting Update
On August 17, 2021, the Washoe County Board of Commissioners approved Amendment #1
to the Agreement between Washoe County and Well Care Services Reno to support the pilot
program for supportive housing of persons with intellectual or developmental disabilities or
mental health conditions that impede their ability to live with complete independence
retroactive August 1, 2021 through July 31, 2022 for [$612,000] to be funded with
Coronavirus State and Local Fiscal Recovery Funds as allowable; and if approved, authorize
the Purchasing and Contracts Manager to execute Amendment #1; direct the Comptroller’s
Office to make the necessary cross-fund, cross-function budget appropriation transfers.
July 20, 2021 BCC Meeting Update
On July 20, 2021, the Washoe County Board of Commissioners accepted Coronavirus State
and Local Fiscal Recovery Funds allocation from the United States Department of the
Treasury in the amount of [$91,587,038; no county match], authorized the County Manager to
sign award documents and direct the Comptroller’s Office to make the necessary budget
amendments.
On July 20, 2021, the Washoe County Board of Commissioners authorized Washoe County
Manager Eric Brown to enter all necessary professional services agreements and construction
contracts in support of the Nevada Cares Campus, Safe Camp and Homeless Housing Sprung
Facility Improvements in an amount not to exceed $8,500,000, inclusive of $3,500,000 in
previous authority granted May 25, 2021, to be funded with Coronavirus State and Local
Fiscal Recovery Funds as allowable; directing the Manager to provide periodic updates to the
Washoe County Board of Commissioners regarding project status and project costs and
budget Nevada Cares Campus; directing that all such agreements and contracts shall conform
and be let in compliance with Nevada law as applicable including Nevada Revised Statutes
Chapter 332 “Purchasing: Local Governments,” NRS Chapter 338 “Public Works,” Washoe County purchasing and procurement policies, and all associated Federal guidelines; direct the
Comptroller’s Office to make the necessary cross-fund, cross-function budget appropriation
