The first step in responding to a flood, is understanding  community risk for flooding and the flood history of a property. In areas of chronic localized flooding and decennial community wide floods, flood preparations are essential. Taking action to recover from a flood, reduce damage, and protect safety is most useful prior to a flood and doable via small incremental adjustments.
