Preparing Youth for Independent & Successful Futures
The Washoe County Human Services Agency (HSA) Independent Living Program (ILP) Unit specializes in supporting youth ages 14-18 who are in the foster care system. For these young people, learning the skills needed to transition into adulthood can be challenging without guidance. The ILP Unit provides individualized case plans, mentorship, and practical services to help youth gain confidence, self-sufficiency, and a sense of empowerment as they prepare to live independently.
How We Support Youth
Life Skills Development: ILP teaches essential skills such as budgeting, cooking, shopping, banking, home maintenance, and critical thinking. These skills help youth navigate adulthood confidently and independently.
Access to Community Resources: Youth are connected with educational programs, career guidance, health services, and social support networks, ensuring they have the tools to succeed personally and professionally.
Individualized Guidance: Each youth receives a tailored case plan based on their strengths, interests, and goals. ILP specialists provide mentoring and hands-on experiences that build resilience, decision-making skills, and self-confidence.
Ongoing Support for Young Adults (Ages 18–21): For those who have aged out of foster care, ILP continues support through AB50 programs. Services may include case management, financial assistance, higher education and career guidance, housing help, and connections to community resources. This extended support helps young adults achieve stability, independence, and long-term success.
Ongoing Support for Young Adults (Ages 18–21)
In addition to serving youth ages 14–18, the ILP Unit provides continued support for young adults who have aged out of foster care. Under AB50, eligible young adults can receive extended foster care services up to age 21. These services may include case management, financial assistance, educational support, career guidance, housing assistance, and connections to community resources. By participating in AB50 programs, young adults gain the stability and support needed to successfully transition to independent living and long-term self-sufficiency.

Through individualized guidance, practical experiences, and continued mentorship, ILP helps young people achieve their goals and reach their full potential.
