Caregiver Types & Rates

Contract Foster Home:

A caregiver(s) who has met all NRS and NAC 424 licensing requirements, signs an Agreement for the Provision of Foster Care Services, and is licensed by Washoe County Human Services Agency to provide care for one to six children who are in the custody of a child welfare agency and who are unrelated to the caregiver(s). 

 
Relative Foster Parent:

A caregiver related to a child in custody of a child welfare agency.

 
Fictive Kin Foster Parent:

A caregiver who is not related to the child by birth, marriage, or adoption; such as a close family friend or neighbor who has a significant emotional and positive relationship with the child.

 
Enhnaced Foster Home:

A foster home which provides full time care and services for one to six children who are in the custody of a child welfare agency and who are diagnosed as severely emotionally disturbed and the foster home receives Together Facing the Challenge model services.

 
Specialized Foster Home:

A foster home which provides full-time care and services for one to six children who require special care for physical, mental, or emotional challenges and who are unrelated to the caregiver(s).

 
Pre-Adoptive/Prospective Adoptive Home:

For the purposes of adoption, a caregiver(s) who has been matched and identified as the adoptive caregiver(s) who best meets a child’s needs, and to love and accept the child as a fully integrated member of the family.  Matching is completed by the child welfare agency.  The foster care reimbursement rate changes to the “pre-adoptive” rate upon the matching determination.  This rate is established by the Nevada Department of Health and Human Services Division of Child and Family Services.

 
Special/Extraordinary Needs Rate:

A rate of reimbursement above and beyond the standard foster care and relative/fictive kin care rate and is based on the level of a child’s extraordinary needs as determined by the child welfare agency.  The additional daily rate is as follows:  

Level 1:   +$3.30/day

Level 2:   +$7.70/day

Level 3:   +$11/day 

Level 4:   +$16.50/day

Level 5:   +$23.10/day

 

Independent Living/Voluntary Jurisdiction:

A foster home which provides assistance with the transition to independent living for children age 16 and older who have entered into an agreement to transition to independent living.

 
Emergency Foster or Group Care:

A home licensed by Washoe County Human Services Agency to provide care for one to 15 children to provide short-term care for youth in the custody of a child welfare agency while longer-term solutions are explored.


Reimbursement Rates effective July 1, 2023:

Contract Foster Care:
First 90 days a child is in legal custody $44/day
For a child in legal custody over 90 days $33/day
If applicable, +Special Needs Rate of an additional  $3.30, $7.70, $11.00, $16.50, or $23.10/day
 
Relatives/Fictive Kin:
Child in legal custody $33/day
If applicable, +Special Needs Rate of an additional  $3.30, $7.70, $11.00, $16.50, or $23.10/day
 
Enhanced (Advanced) Foster Care
Child aged 0-12 $50.95/day
Child aged 13+ $54.70/day
 
Specialized Foster Care:
Children in legal custody with specialized needs $144.48/day
 
Pre-Adoptive Care
Child aged 0-12 $28.21/day
Child aged 13+ $31.94/day
If applicable, +Special Needs Rate of an additional  $3.30, $7.70, $11.00, $16.50, or $23.10/day
 
Independent Living/Voluntary Jurisdiction:
Children aging out of foster care $31.94/day

 

Emergency Foster or Group Care:
Filled Bed $270/day
Empty Bed $115/day
