Program Staff

BRIAN BASS,  SENIOR HYDROGEOLOGIST

Brian joined Washoe County and the CTMRD program in 2014. He holds a Bachelor’s degree and a Master’s degree, both in Environmental Engineering from Montana Tech. Brian is a licensed Professional Engineer in Nevada and Montana, a LEED Accredited Professional, and a Certified Environmental Manager in Nevada. Prior to joining Washoe County, Brian’s work in the private sector involved groundwater characterization, remediation, and monitoring projects, as well as environmental site assessments and regulatory compliance projects. He is also experienced in construction management and renewable energy and energy conservation.

SCOTT BECHARD,  SENIOR HYDROGEOLOGIST

Scott joined Washoe County’s CTMRD program in February 2020. He has worked as a Hydrogeologist for 25 years. He has a Bachelor of Science degree in Geology, a Masters of Science degree in Hydrogeology, is a Registered Professional Geologist, and has a career that covers both the private and government sectors in the investigation and remediation of impacted soil/groundwater. Scott has inspected numerous small water systems for compliance with the Safe Drinking Water Act. His experience also includes 10 years developing/supporting geothermal power projects in Nevada. Scott is an avid outdoorsman and enjoys spending time with his family and rescue dog.

RICK ERDMAN,  HYDROGEOLOGIST

Rick has worked for Washoe County in the CSD/CTMRD program for over 6 years. His responsibilities at CTMRD include groundwater sampling and testing, well network maintenance, and equipment/instrument maintenance and calibration. Rick earned his Bachelor of Science degree in Geography from Sonoma State University. He has worked in the environmental field on large well sampling projects for over 20 years. Before joining the CTMRD team, he worked in the private sector for geotechnical consulting companies performing construction inspection and borehole lithology. His hobbies include music and camping.

BONNIE WELLER,  TECHNOLOGY SYSTEMS DEVELOPER II

Bonnie joined Washoe County and the CTMRD program in February 2020. Bonnie is a Geographic Information Systems (GIS) Analyst accumulating over 20 years of GIS knowledge while working in the federal, state, and county government sectors.  She has extensive experience performing GIS operations using Esri ArcGIS Products and Microsoft Office suite to design, develop, deploy, and analyze geospatial data.  She is also proficient in  Visual Basic, Python, and SQL scripting. Bonnie has two amazing children, two devoted dogs, and one awesome husband.
