Merit System
Washoe County Department of Human Resources and the Merit Personnel System have evolved based upon the following employment-related laws and regulations:

A merit system is a means in which competitive examinations are used in the selection process and the most qualified individuals are selected for hire or promotion. A merit system utilizes fair and unbiased recruitment and selection procedures.

Classification and Compensation
Classification and Compensation supports the County Vision of "valued staff" and a "quality, sustainable... infrastructure"; County Values reflecting that "our employees are our most valuable resource"; and County Priorities regarding "workforce development" to plan for and manage the growing County workforce including "succession planning, retention of talent, employee morale...." and to support the workforce priority to "enhance the quality and availability of our regional workforce."
Classification and Compensation applies the best human resources practices toward the definition of the County job infrastructure to include job documentation, job evaluation, and job family design; and the design and maintenance of equitable, competitive, and cost effective compensation methods, structures and practices (i.e., hiring rate practices, salary adjustments, internal and external equity, leave practices, overtime rules, etc.) in order to provide a basis to recruit for, attract, and retain a high quality, diverse, and accountable workforce.
