The 911 Emergency Response Advisory Committee was created with the intent to develop a plan for the enhancement of the County's 911 emergency response system and make recommendations to the County Commission concerning the expenditures of the money collected through the telephone line surcharge.  While initially scheduled to sunset in December 2001, the 2001 Nevada Legislature made this a permanent funding source. 

A surcharge of up to one dollar per line was authorized in 2017 by the Nevada Legislature (NRS 244A.7643).  March 27, 2018, the County Commission adopted a resolution increasing the fee from $0.25 per line to $0.85 per line (Washoe County Code 65.450) to become effective May 1, 2018.  The 2017 Nevada Legislature enacted Senate Bill 176.

911 Surcharge Business Impact Statement - 2018

During the 2017 State of Nevada Legislative session Senate Bill 176 (NV SB 176) was passed, amending Nevada Revised Statute (NRS) 289.830 to require uniformed peace officers who routinely interact with the public to wear portable event recording devices (body-worn cameras) while on duty. The City of Reno, the City of Sparks, and Washoe County have subsequently initiated portable event recording device programs within each of their respective law enforcement organizations. The portable event recording device programs must be in place and operational no later than July 1, 2018. The 2017 Legislature also amended NRS 244A.7643 to allow for the use of 911 telephone line surcharge revenues for the purpose of paying the costs associated with the acquisition and maintenance of portable event recording devices and vehicular event recording devices. 

Because of the changes enacted during the 2017 Legislative session, the Board of County Commissioners may elect to increase the 911 Surcharge with the intent of funding the portable event recording device programs at the respective law enforcement agencies. 

In accordance with Nevada Law, Washoe County has completed a business impact statement with the determination that an increase of the 911 Surcharge will not impose a direct significant burden upon a business; nor will it impact the operation, expansion, or formation of a business.
