Regional License and Permit Platform Regional Technology Fee and Exemptions

The Washoe County Board of County Commissioners (Board) adopted a Regional Technology Fee for the Regional License and Permit Platform on June 28, 2016. The fee goes into effect on October 31, 2016 when the Platform goes live and is available for citizens to use through Accela Customer Access (ACA). The adopted fee is as follows:
  • For all business licenses at time of license application and for each license renewal:
  • $2.75 for annual licenses and for medical marijuana licenses; and,
  • $2 for quarterly licenses (includes liquor licenses; collected each calendar quarter).
  • 4% of the total permit cost for all building, engineering, planning, and utility permits, to include permit renewal.

During the fee’s adoption, the Board required that each Washoe County department publish and maintain a list of licenses and/or permits, and permit fees exempted from the regional technology fee. The Board also directed that the exemption list be available to the public.

The following is a list of Community Services Department licenses and/or permits, and permit fees, exempted from the regional technology fee. The list is provided by each Department Division and functional area.

BUILDING AND SAFETY DIVISION
The following fees are collected through the Regional License and Permit Platform and exempted from the Regional Technology Fee:

  • Miscellaneous administrative fees (e.g., copies of paper documents or digital information, staff time charged for research)

The following fees will be subtracted from the total cost of a building permit prior to applying the Regional Technology Fee.

  • Parks Construction Tax
  • Regional Road Impact Fees (RRIF)
  • Tahoe Regional Planning Agency (TRPA) fees

BUSINESS LICENSE
The following licenses are exempted from the Regional Technology Fee:

  • All gaming licenses
  • Electric energy service and telecommunication service licenses
  • All temporary licenses (includes special event, outdoor community event,
    outdoor festival, and temporary intoxicating liquor)

ENGINEERING AND CAPITAL PROJECTS DIVISION
The following permit is exempted from the Regional Technology Fee:

  • Utility Tap

The following fee is not collected through the Regional License and Permit Platform and is exempted from the Regional Technology Fee:

  • GPS VRS subscription fees

PLANNING AND DEVELOPMENT DIVISION
All permits and permit fees are subject to the Regional Technology Fee.
