The Federal Post Card Application (FPCA) helps U.S. citizens covered by the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) register to vote and request absentee ballots. UOCAVA voters include active members of the Uniformed Services, the Merchant Marine, commissioned corps officers of the Public Health Service and NOAA, eligible family members, and U.S. citizens living abroad.

 

What the FPCA Does

The Federal Post Card Application:

  • Registers you to vote
  • Requests absentee ballots for all federal elections in the current calendar year
  • Updates your contact information when needed

You must complete a new FPCA each year and whenever your address changes. If you plan to vote in a primary, you must indicate which party’s ballot you want. This step is not required for general elections.

 

How to Complete the FPCA

To complete the FPCA, you’ll need your full name, date of birth, and a Nevada-issued ID number or the last four digits of your Social Security number. If you do not have either, you must write in Section 6: “I do not have a Social Security number or Nevada-issued ID number.”

You also must provide your Nevada voting residence address (no P.O. boxes). If you live on a rural route, describe the location in Section 6. Include your current mailing address and contact information so election officials can reach you. If you want to receive your ballot electronically, you must provide an email or fax number. Finally, select your ballot delivery preference—mail, email/online, or fax—then sign and date the form.

 

Submitting Your FPCA

You may submit the FPCA in one of four ways:

  • Mail: Sign, date, and send directly to your election official
  • Email: Scan the signed FPCA, include the Transmission Cover Sheet, and email it to your election official
  • Fax: Fax the signed FPCA with the Transmission Cover Sheet directly to your election official
  • Online: Using Nevada's Effective Absentee System for Elections

Overseas service members can request a Prepaid Mail Label 11-DoD at APO/FPO Military Postal Offices for general election absentee ballots. This provides free express mail service to election officials. Keep the tracking stub to monitor delivery through the U.S. Postal Service.
