Washoe County Regional Parks and Open Space is updating the Lazy 5 Regional Park Master Plan to create a road map for the park for the next 10-20 years. The Park Master Plan process aims to establish a clear framework for future recreation facilities, amenities, trail connectivity, and open space, while ensuring alignment with current and future community needs.

Purpose and Goals of Master Plan Update
Washoe County is embarking on a critical update to the Park Master Plan for Lazy 5 Regional Park. The last comprehensive plan was created in 1998, with amendments to the plan in early 2000s. It is imperative that the County update this framework to offer clear direction for project prioritization, maintenance strategies, and overall park management.
The goal of the update is to:
- develop a comprehensive, user friendly and implementable plan that reflects community and stakeholder priorities,
- incorporate current trends and best practices in park planning,
- provide clear recommendations and action steps for the next 10-20 years,
- serves as a guiding document for decision makers, partners, and the public.
Master Plan Project Timeline
Background
Lazy 5 Regional Park is an approximately 85-acre regional park located in Spanish Springs, owned and maintained by Washoe County and situated within the City of Sparks.
The site has a rich history, transitioning from a working cattle ranch and agricultural land, formerly known as the Hereford, Stead, or Kiley Ranch, to a trapshooting club site from the 1950s through the late 1970s. The property was ultimately acquired in 1990 through a voter approved Parks and Wildlife Bond and opened to the public in 2000 following environmental restoration.
Today, the park is a major regional destination, serving over 446,000 visitors annually. It is known for its Lazy 5 Summer Music Series and a variety of community programs and events. Key amenities include:
- Hive indoor recreation facility
- Melio Gaspari Water Play Park
- Playgrounds, sports fields, and courts
- Skate park and trails
- Picnic pavilions and community spaces
- Spanish Springs Library
The park also features the historic Orr Ditch corridor, providing valuable riparian habitat and shaded open space in a region with limited tree canopy.
