June 23, 2026 -The board approved allocation of Washoe Opioid Abatement and Recovery Fund (WOARF) non-bankruptcy funds through the One Nevada Agreement, in the total amount of [$3,348,384.49 ], to government entities or nonprofit organizations created for charitable, religious, or educational purposes; approve associated resolutions, and authorize the County Manager to sign necessary award documents, for the following four projects awarded:
- Human Services Agency – CrossRoads Families - WOARF27-00005 in the amount of [$1,353,104.18] to provide therapeutic living community to families impacted by OUD to engage in recovery together.
- University of Nevada, Reno – StreetReach Mobile Health in Action– WOARF27-00002 in the amount of [$499,812.60] and approve Resolution R26-0000047. Funding supports mobile street health.
- The Life Change Center – Community Overdose Prevention and Engagement +– WOARF27-00003 in the amount of[499,840.78] and approve Resolution R26-0000046. Funding supports overdose prevention.
- Northern Nevada HOPES -Hope Springs- Bridge Housing and Recovery Services for Unhoused Opioid Users – WOARF27-00004 in the amount of [$995,626.93] and approve Resolution R26-0000045. Funding supports housing service with embedded treatment supports.
June 11, 2026 - The board approved a subgrant of Washoe Opioid Abatement and Recovery Fund (WOARF) non-bankruptcy funds through the One Nevada Agreement, procured via Request for Proposals (RFP) #3292-25, to Catholic Charities of Northern Nevada, a nonprofit organization created for charitable, religious or educational purposes, in the amount of [$533,860], for a term of July 1, 2026 through June 30, 2027, with an optional one-year renewal term up to the amount of [$533,860]; to support street outreach efforts in Washoe County to individuals who are unsheltered and are experiencing or are at risk of experiencing Opioid Use Disorder; approve related Resolution R26-0000044; and authorize the Purchasing & Contracts Manager to execute the necessary award documents.
December 16, 2025 - The board approved allocation of Washoe Opioid Abatement and Recovery Fund (WOARF) non-bankruptcy funds through the One Nevada Agreement, in the total amount of [$1,067,720], to Washoe County Human Services Agency Housing and Homeless Services Division Street Outreach project and authorize the County Manager to sign necessary award documents.
December 9, 2025 -The board approved the Washoe County Opioid Use Needs Assessment 2026–2029 (Needs Assessment) and the Washoe Opioid Abatement and Recovery Fund (WOARF) Plan (Funding Plan) for
2026–2027. The Needs Assessment outlines the current strengths, gaps, and needs in the community related to opioid use. The WOARF Plan provides the priority strategies based on the Needs Assessments, funding mechanisms, anticipated outcomes, and potential community impacts of funding these initiatives. This item does not constitute funding or budget approval for any of the components of the plan; any such funding, expenditures, or budget authority necessary to implement individual components of the plan will be brought before
the Board for approval as necessary.
September 16, 2025 - the Board approved the de-obligation of previously approved allocations of Washoe Opioid Abatement and Recovery Funds (WOARF) non-bankruptcy funds through the One Nevada Agreement in the amount of [$442,716] for the Northern Nevada Harm Reduction Alliance Building Communities of Support project that no longer needs the previously approved levels of funding and to approve allocation of Washoe Opioid Abatement and Recovery Fund (WOARF) non-bankruptcy funds through the One Nevada Agreement, in the total amount of [$442,716],
August 19, 2025 - the Board approved the Settlement State of Nevada and Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus in the opioid litigation in the amounts of $8,787.01 (Alvogen); $58,817.81 (Amneal); $29,955.70 (Apotex); $49,847.74 (Hikma); $34,358.42 (Indivior); $139,024.95 (Mylan); $14,578.44 (Sun); and $6,989.66 (Zydus).
August 19, 2025 - The Board approved the proposed settlement in the bankruptcy proceeding of Purdue Pharma/Sacklers individuals and execute the “Subdivision Participation and Release Form” pursuant to the One Nevada Agreement on Allocation of Opioid Recoveries ("One Nevada Agreement") previously agreed upon for participation in settlements (entered into on July 27, 2021). Under the proposed settlement between Purdue Pharma/Sacklers and the State of Nevada, the State of Nevada is estimated to receive the gross amount of $57,941,815.03. Pursuant to the One Nevada Agreement, Washoe County will receive an estimated net allocation of $2,223,475.54.
September 10, 2024 - the Board approved allocation of Washoe Opioid Abatement and Recovery Fund (WOARF) non-bankruptcy funds through the One Nevada Agreement, in the total amount of $4,009,786, to the following six projects awarded:
July 16, 2024 – the Board approved the Settlement between Kroger and the State of Nevada is in an amount of $26,718,162 before attorney’s fees are deducted and paid over a 10-year period. Pursuant to the One Nevada Agreement, Washoe County will receive an estimated annual allocation of $100,043.47 for 10 years.
January 23, 2024 - the Board approved the creation of one new full-time Grants and Community Program Analyst position, pay grade 16 (Office of the County Manager), upon evaluation and approval by the Job Evaluation Committee (JEC); and authorize Human Resources to make the necessary changes; 100% funded by Opioid Settlement funds [Estimated annual costs $125,687; Fiscal Year 2024 impact $62,844].
November 14, 2023 – the Board approved the Settlement between the State of Nevada and Masters Pharmaceutical, LLC in the amount of $1,428,552.26 before attorney’s fees. Pursuant to the One Nevada Agreement, Washoe County will receive an estimated total net allocation of $54,819.67.
September 12, 2023 – the Board approved the Settlement between the State of Nevada and Teva in the amount of $193,985,662.29 and between the State of Nevada and Walgreens in the amount of $285,000,000, before attorney’s fees and costs are deducted, pursuant to the One Nevada Agreement.
April 25, 2023 – the Board approved the Settlement between the State of Nevada and Allergan in the amount of $26,508,913.00 and between the State of Nevada and CVS in the amount of $151,858,772.26 pursuant to the One Nevada Agreement.
February 21, 2023 – the Board approved the Settlement between the State of Nevada and Walmart in the amount of $32,231,037.14 pursuant to the One Nevada Agreement.
June 21, 2022 – the Board approved "Amendment No. 2 to One Nevada Agreement on Allocation of Opioid Recoveries" which allows the Nevada Attorney General’s Office to divide the Recoveries in accordance with the percentages and terms of the One Nevada Agreement and remit payments to Local Governments and attorneys’ fees to the appropriate Counsel on behalf of the Local Governments. Recoveries means settlement payments totaling $285,679,409.03 from opioids distributor defendants AmerisourceBergen Drug Corporation, Cardinal Health, and McKesson, and opioid manufacturer defendant Janssen/Johnson & Johnson to compensate for the effects of the nationwide opioid crisis.
July 27, 2021 – the Board approved the One Nevada Agreement which provides the allocation model for distribution of any monetary recovery from the defendants between all governmental entities within the state of Nevada.
June 8, 2021 - the Board received an update on the litigation and bankruptcy cases involving the various opioid defendants and took action to direct counsel for Washoe County to cast its vote to approve a bankruptcy plan consistent with other members of the Multi-State Government Entities (“MSGE”) in the Purdue Pharma Bankruptcy Case No. 19-23649 filed in the United States Bankruptcy Court Southern District of New York.
March 26, 2019 - the Board approved an agreement for legal services of Eglet Prince, LLP and Bradley, Drendel & Jeanney as for outside counsel to represent the County against of manufacturers, distributors and dispensers of opioid-based drugs, and to authorize the filing of actions against such entities. The agreement provided that outside counsel would receive Twenty-Five (25%) of the recovery.
