The Sequential Intercept Model is a strategic framework designed to prevent the criminalization of mental illness and enhance collaboration between the justice and behavioral health systems.

Initiative goal

The overarching goal of Washoe County’s SIM initiative is to improve outcomes for individuals with behavioral health challenges while also improving public safety. The initiative brings together community partners to strengthen diversion, crisis response, treatment access, and coordinated support across systems of care.

Diversion performed by law enforcement and emergency service providers so people can be connected to treatment instead of jail.

Diversion to community-based treatment during jail intake, booking, or an initial court hearing.

Jails / Courts

Diversion to community-based services through jail or court processes after booking.

Reentry

Supported reentry into the community after jail or prison through coordinated linkage to care.

Community Corrections

Community-based supervision with added supports to prevent further violations or offenses.
