2024 Code Master Model Submittal Guidelines for Master Plans

Note: The 6-month grace period ending December 31, 2025, that the 2018 old codes will be accepted does not apply to projects that will require the "Mastering" process. All Masters will be required to be submitted under the newly adopted 2024 codes.


To update Master Models to the 2024 codes or submit for new Master Models, we require all new Master Model submittals with a complete plan submittal package designed to the 2024 codes. The new Master Model permits will come with all new Master Model Permit #’s, plan review fees, and eventually Master Variants once the Master Models have been reviewed and approved.


NOTE: It has been previous Washoe County Policy to limit the square footage options to only 6 options on a Master Model. That was not something that was enforced previously, but now it is with the 2024 code adoption. Again, this is for options that change square footages like different sized patio covers, covered porches, expanded garage options, 2nd level decks, etc.   


Below are the required submittal documents as far as plans/documents needed for new Master Model plan review for the 2024 codes. Everything will need to be stamped/signed accordingly by Nevada licensed architects/engineers and meet NV Blue Book Standards.

  1. Full sets of architectural/structural plans that show all the options the Master Model can be built with (Including reverse plan pages)
  2. Structural engineering calculations to support those plans
  3. Truss Calculations
  4. A truss verification letter from the engineer of record stating they have reviewed and approved the truss calculations for the project
  5. ResCheck energy heat loss calculations
  6. Manual D, S, and J mechanical load calculations.
  7. Completed residential application for each Master Model 

On the residential application for the submittal of Master Models please ignore the parcel and address section. The owner section should be completed with the landowner of the development (which is same info the Washoe County Assessor would have). Please be sure to print, sign and date page 2 of the application and fill the top out accordingly for each Model with the living space, garage space, and any patio cover and or covered entry square footages.

It is geared more specifically to a single house submittal, but the Master Model submittal requirements are still the same. It’s just our internal processing for a Master development and the specific Master Models is slightly different.


When ready to submit, please email the required submittal documents directly to WCMasters@washoecounty.gov to “submit” them. Master Models must be set up a certain way in our system and cannot be submitted through our online platform at www.onenv.us  If the applicant does not already have an account, they will want to set up an account at www.onenv.us as referenced at the beginning of the residential single family dwelling handout as they will be making payments and accessing approved plans/permits through the website once the Master Models are approved, the applicant just won’t be submitting for Master Model permits through the online platform.


Once the Master submittal documents have been submitted (via email) for however many Master Models the development will have, we will create the Master Models and provide the Master Permit #’s to the applicant. This includes linking the applicants associated account at www.onenv.us so they have access to the Master Models permits online from their account. When the Master Models are processed and the required submittal documents meet our minimum submittal requirements, there will be plan review fees to be paid at submittal. Once the payment of the plan review fees is received, the Master Model Permits will be reviewed by a few departments for code compliancy. When those departments approve the review of the Master Models then we create the Master Variants which are all square foot options that the Master Model can be built with. Once the Master Variants are created and sent to the applicant, then Master Repeat permits can then be submitted for, which are the build permits on the individual lots.


If the applicant is unable to email the required submittal documents due to file size, there are websites that allow file/document sharing out there to utilize. If unable to use those file sharing websites, then please email WCMasters@washoecounty.gov when ready to submit and in that email let us know how many Master Models they will be submitting for and the email address used for their account at www.onenv.us. We will then create those Master Model Permits on our end and link the applicant's account from www.onenv.us to those Master Model Permits so they will then have access to make the uploads of the required submittal documents.
