What is an Election Integrity Violation Report (EIVR)?

An Election Integrity Violation Report (EIVR) is a formal complaint submitted to the Nevada Secretary of State’s Office. It alleges a possible violation of Title 24, which is Nevada’s Elections Laws. Any member of the public can submit this report if they believe a violation has happened, is happening, or may happen. Once the report is received, the Secretary of State’s Office reviews each one thoroughly with a team of civil and criminal investigators. The office also works with trusted state agencies like the Department of Public Safety and the Office of the Attorney General when there are suspicions of criminal violations.

Washoe County assists and cooperates with the State’s investigation throughout the process but is not the agency responsible for investigating EIVRs and cannot accept any submitted directly to our office. Voters who wish to report concerns directly with the Registrar’s office can file a report.

 

Filing an EIVR with the Secretary of State

Filing an EIVR is simple. To start, complete the Election Integrity Violation Report form. This form asks for basic information about you as the complainant, details of the alleged violation, and any supporting documents. Be as specific as you can; including names, dates, locations, and any relevant evidence. After filling it out, you can submit the form by mail, email, fax, or by delivering it in person to the Elections Division of the Secretary of State’s Office. Remember, the complaint must be signed and readable. Anonymous submissions are not accepted.

 

What happens next?

After your report is received, an initial review is done to see if it claims a valid legal violation under Nevada’s election laws. If a possible violation is identified, a formal investigation starts. In some instances, reports may be sent to the appropriate enforcement agency for further action, which may include prosecution if necessary. If no violation is found, the complaint may be closed without further action or sent to the relevant office. In either case, the complainant will be informed of the outcome. This process ensures that all complaints are taken seriously and handled fairly, supporting efforts to maintain secure and lawful elections in Nevada.
