Washoe County Code Chapter 95 Fine Schedule

A summary of each code subject to fines is provided below. All Washoe County Park Rangers are authorized to issue citations for failure to comply with these Chapter 95 regulations. Penalties are as follows: $200 for the ffirst offense, $400 for the second offense, and $800 for the third offense.

Park Hours: Sunrise to Sunset. No persons, except county employees or enforcement officials on official business, may be present in any county park after closing hours unless prior authorization has been issued by the director. (Code# 95.060)
Curfew Limitations: Curfew may apply to under 18 years of age unless under certain circumstances such as staying with a parent or guardian. (Code# 95.070)
Payment for Use of Facilities: Areas requiring a fee must not be used unless the user has paid the established fee for that particular facility. (Code# 95.080)
Group Permit: Groups in excess of 25 need to have a group use permit. (Code# 95.100)
Concession Operation: Selling products or business is not allowed without a permit. (Code# 95.110)
Filming/Photography: Commercial photography or filming requires a permit. (Code# 95.120)
Posting of signs and notices: Signs and notices cannot be posted in parks without permission by the director. (Code# 95.130)
Landing of aircraft: air craft of all types may not take off or land in County parks without permission by the director. (Code# 95.140)
Aerial apparatus: Remote control vehicles and aircraft are not allowed except in marked areas. Remote control vehicles and aircraft can not be used in a way that poses a threat or disturbs the peace. (Code# 95.150)
Vehicle Operators: Drivers of vehicles must have a valid license, other special vehicles may be allowed if permitted by director. (Code# 95.160)
Registered Vehicles: Vehicles must be properly registered, unless otherwise permitted by the director. (Code# 95.170)
Speed limit: The speed limit in parks is 15 MPH. (Code# 95.180)
Roads/Parking: Driving and Parking must be done on roads and parking areas designed for motor vehicles. Parking must be in designated parking areas only. (Code# 95.190)
Bicycles & other devices: No person may operate a bike or other self propelled vehicle in areas defined as unsafe or inappropriate. Speed must be restricted to a reasonable and prudent manner. (Code# 95.200)
Unauthorized Use of Trails: No motorized activity on trails and no events on trails without consent by the director. (Code# 95.210)
Leash law/animal control (leash): Animals must be on a leash with a 6 ft max length and under immediate control by that person. Animals may not be on a beach adjacent to a body of water or within the water designated for bathing/swimming. Animals must not be left unattended in a vehicle in conditions that present risk to their health & safety. (Code# 95.220.1)
Leash law/animal control (removal of animal): An enforcement officer may take measures, including the removal of an animal from the park area to protect park resources and wildlife and to protect the safety, comfort, and well-being of an person or domestic animal in the park area. (Code# 95.220.2)
Leash law/animal control (prohibited areas): The director may prohibit animals in certain areas of county parks. (Code# 95.220.3)
Leash law/animal control (waste removal): A person must carry a waste container for the removal of animal feces and immediately remove the feces and properly dispose of it. (Code# 95.220.4)
Horseback riding: No person may lead or keep a horse or other large domestic animal in a county park except on roads, trails or areas designated and posted for such use. No person may hitch a horse in a manner that may cause damage. (Code# 95.230)
Fires: Fires need to be in designated pits, fireplaces, gas/charcoal grills, stoves, or lanterns. No fire shall be left unattended. When finished, the user must fully extinguish the fire before leaving. No fires during fire restrictions. (Code# 95.250)
Defacement: No person may destroy or deface county property. Permissions for bills or advertisements must be permitted by the director. (Code# 95.260)
Trash/Litter: No person may litter, bring trash into the park and take trash out of trash cans and dumpsters. (Code# 95.270)
Firearms: The discharge of any type of firearm and archery weapon is prohibited in county parks except in designated shooting or archery facilities. Firearm and archery facilities may adopt reasonable rules governing the discharge and all persons must strictly adhere to those rules. (Code# 95.280)
Pyrotechnics and Model Rockets: Pyrotechnics and/or model rockets of all types are not allowed in Washoe County Parks, unless permission is granted by the director. (Code# 95.290)
Disturbing the Peace: No person may conduct him/herself in such a manner as to disturb the peace in any county park or facility at any time. This includes making unreasonably loud noises, using “fighting words or gestures”, or otherwise inciting violence. A person in violation shall be ordered to immediately cease. If the subject(s) fail to comply they will receive a citation. A person may be asked to immediately leave the facility if they repeatedly fail to comply with any provision of this code. Refusal to comply shall constitute trespassing. No person may conduct or participate in a disorderly assemblage in any county park. (Code# 95.300)
Sound Amplification: Amplified noise coming from electronic equipment is not allowed unless permitted by the director. (Code# 95.310)
Nudity: No person may publicly appear nude or disrobe in a county park except in authorized areas of buildings for that purpose. (Code# 95.330)
Alcohol and Controlled Substances: Alcohol is allowed except for in designated nonalcoholic areas. No controlled substances of any kind are allowed in any county park facility. (Code# 95.340)
Smoking and Vaping: Smoking and vaping are prohibited in all parks and open spaces, except in designated areas. (Code# 95.350)
Food and beverage prohibited in designated areas: No person shall possess or consume food or beverages in areas posted where food and beverage is prohibited. (Code# 95.355)
Sewage dumping and sanitation: No waste, water, sewage or effluent from sinks, potable toilets or other plumbing fixtures may be deposited directly upon or into any county park except in a specified dump station. (Code# 95.360)
Manner of authorized activity: No person may participate in any activity in a manner that endangers the health and safety of participants, park users and the general public or presents a reasonable risk of damage to park resources or property. (Code# 95.370)
Camping: No camping is allowed in undesignated areas of a park. People 17 years old and younger must be accompanied by a guardian if they are camping. One adult may supervise a maximum of 15 juveniles. (Code# 95.380)
Number of persons/vehicles occupying campsites: Unless in a group site, the maximum is 7 people and 2 vehicles per site. (Code# 95.390)
Camp Time Limits: No person may camp more than 7 days in a 30 day period, unless permitted by the director. (Code# 95.400)
Occupancy of Campsites: No other person may use or claim an occupied or reserved campsite. A site is considered occupied when it is being used or is reserved (fee paid). (Code# 95.410)
Food Storage Lockers: Before leaving a campsite or retiring for the night, food must be secured in the locker or vehicle - away from animal access. (Code# 95.420)
Plant Harming: Disturbing plant life in any way is not allowed unless authorized by the director. Paid campers may collect downed deadwood for firewood. (Code# 95.430)
Animal Harming: Disturbing any animal within the park is not allowed. Wildlife research may be conducted as authorized by the director in compliance with local, state, and federal regulations. Except for fish with valid license. (Code# 95.440)
Excavating or disturbing features of cultural or historic site: No person may knowingly destroy of deface historic and prehistoric areas. (Code# 95.450)
