What does it mean when a State of Emergency is declared?

Reno, Nevada. Feb. 13, 2017. January and February of 2017 have been marked by major flooding in Northern Nevada. The Board of County Commissioners declared a State of Emergency in Washoe County and recently the Federal Emergency Management Agency(FEMA) toured the hardest hit areas to determine if Washoe County was eligible for federal aid.
