Welcome to the Planning Program

The Planning and Building Division guides the creation of livable and sustainable communities in unincorporated Washoe County.  The Division prepares and implements the County's Master Plan, to include distinct plans for the varied communities.  The Master Plan is implemented through regulatory zoning, the review of development applications, instituting and enforcing land use, business licensing, and nuisance codes.  The Division is also responsible for providing key support to the Regional Emergency Operations Center (REOC) and offers Pre-development Meetings.

You're invited to Washoe County's Master Plan and Area Plan Amendment meetings. The first set of meetings are occurring in-person at different locations in the county March 27-30. See details at Envision Washoe 2040.

One-on-one appointments available!

*New Meet one-on-one with a Washoe County Planner by phone, virtually or in-person. Schedule an appointment to work with your schedule.  Appointments do not replace preapplication or neighborhood meetings, but are available to help residents with basic questions including set-back requirements, zoning, "mother-in-law quarters", and more.

Did you know? Most development projects will be required to host a neighborhood meeting prior to application submittal.

The purpose of the neighborhood development meetings is to integrate community feedback into development plans before they are submitted to the County for approval.
