NOTE:  Items on the agenda may be taken out of order; combined with other items; removed from the agenda; moved to the agenda of another meeting; moved to or from the Consent section; or may be voted on in a block.  Items with a specific time designation will not be heard prior to the stated time, but may be heard later.  The Consent is a single agenda item and is considered as a block and will not be read aloud.  The Board of County Commissioners may take breaks approximately every 90 minutes.

Time Limits.  Public comments are welcomed during the Public Comment periods for all matters, whether listed on the agenda or not, and are limited to three minutes per person.  Additionally, public comment of three minutes per person will be heard during individually numbered items on the agenda.  Persons are invited to submit comments in writing on the agenda items and/or attend and make comment on that item at the Commission meeting.  Persons may not allocate unused time to other speakers.  To preserve time and increase efficiency representatives of recognized groups may be given more than 3 minutes as determined by the presiding officer.

 

Forum Restrictions and Orderly Conduct of Business.  The Board of County Commissioners conducts the business of Washoe County and its citizens during its meetings.  The presiding officer may order the removal of any person whose statement or other conduct disrupts the orderly, efficient or safe conduct of the meeting.  Warnings against disruptive conduct may or may not be given prior to removal.  The viewpoint of a speaker will not be restricted, but reasonable restrictions may be imposed upon the time, place and manner of speech.  Irrelevant and unduly repetitious statements and personal attacks which antagonize or incite others are examples of speech that may be reasonably limited.

 

Responses to Public Comments.  The County Commission can deliberate or take action only if a matter has been listed on an agenda properly posted prior to the meeting.  During the public comment period, speakers may address matters listed or not listed on the published agenda.  The Open Meeting Law does not expressly prohibit responses to public comments by the Commission.  However, responses from Commissioners to unlisted public comment topics could become deliberation on a matter without notice to the public.  On the advice of legal counsel and to ensure the public has notice of all matters the Commission will consider, Commissioners may choose not to respond to public comments, except to correct factual inaccuracies, ask for County staff action or to ask that a matter be listed on a future agenda.  The Commission may do this either during the public comment item or during the following item:  “*Commissioners’/Manager’s Announcements, Requests for Information, Topics for Future Agendas and Statements Relating to Items Not on the Agenda”.

9.A.      Accept Monetary Donations to Washoe County Regional Animal Services totaling $7,280.00 for the period of July 1, 2016 to September 30, 2016 to be used for the humane care and treatment of sick and/or injured, stray, abandoned, or at risk animals received; express appreciation for these thoughtful contributions; and direct the Comptroller’s Office to make the appropriate budget amendments. 9.B.1.   Accept a donation [$300.00] from the Hot August Nights Inc., to the Washoe County Sheriff’s Office for the Citizen Corps Program (CCP), including funds to be used for food purchases, and, if approved, authorize Comptroller’s Office to make appropriate budget amendments.  (All Commission Districts.)

 

9.B.2.   Accept a donation [$500.00] from the Great Reno Balloon Race to the Washoe County Sheriff’s Office for the Citizen Corps Program (CCP), including funds to be used for food purchases, and, if approved, authorize Comptroller’s Office to make appropriate budget amendments.  (All Commission Districts.) 

 

9.B.3.   Accept donation of a UH-1H Huey Helicopter [estimated value of $922,704.00, no charge to the County], to the Washoe County Sheriff’s Office to be utilized to support RAVEN, WCSO Search and Rescue, and Wildland Fire Suppression Operations performed by WCSO.  (All Commission Districts.)

10.A.    Approval of minutes for the Board of County Commissioner’s regular meetings of October 11, 2016 and October 18, 2016.  

 

10.B.    Recommendation to reappoint Mr. James Covert as an alternate to serve on the Washoe County Board of Equalization with term to expire  June 30, 2017.  Manager.  (All Commission Districts.)

10.C.1.      Approve the First Amendment to License Agreement between American Tower LLC and Washoe County to correctively amend the site information commonly known as East Red Peak Tower 3 (site number 8743) and to modify the equipment at the Tower Site [$4800 annual increase] in support of the County’s 800 MHz Regional Radio System.  (All Commission Districts.)  

 

10.C.2.      Approve Amendment No. 1 to the Agreement for Professional Services between Washoe County and Lumos and Associates to provide design, engineering and bidding assistance for the North Valleys Regional Park Phase V expansion project [$65,787].  (Commission District 5.)

10.D.1.   Recommendation to approve a request to establish a bank checking account for the Health Benefits Self-Funded High Deductible Health Plan for the purpose of paying health provider claims.  No fiscal impact.  (All Commission Districts.)  

 

10.D.2.   Approve and execute Resolution directing County Treasurer to give notice of the sale of properties subject to the lien of a delinquent special assessment in the following districts: WCAD 23 – Arrowcreek Water, WCAD 32 – Spanish Springs Valley Ranch Rd Improvements, and WCAD 37 – Spanish Springs Sewer Phase 1A (additional description of affected parcels contained in exhibit A of attached Resolution). [No Fiscal Impact].  (Commission Districts 2 and 4.)

11.         Recommendation to approve an Agreement for Professional Consulting Services between Washoe County and Carollo Engineers, Inc. to provide engineering design and construction management services for the South Truckee Meadows Water Reclamation Facility Chemical Storage Building Rehabilitation [$298,329.00].  Community Services.  (Commission District 2.)

 

12.         Recommendation to approve a CC-213 Recertification form for the Community Rating System Annual Recertification Submittal to the National Flood Insurance Program for a continued reduction in required flood insurance policy premiums for unincorporated Washoe County residents located within designated special flood hazard areas.   Community Services.  (All Commission Districts.)

 

13.         Recommendation to approve an Agreement for Professional Consulting Services between Washoe County and Parkson Corporation to provide engineering design and construction management services for the South Truckee Meadows Water Reclamation Facility EcoWash Filter Upgrades [$493,560.00].  Community Services.  (Commission District 2.) 

 

14.         Possible action to introduce and conduct a first reading of an ordinance amending Washoe County Code Chapter 100 (Washoe County Building Code) by adding a provision exempting certain structures (“Hoop Houses or High Tunnels”) from the Building Code; and other matters necessarily connected therewith and pertaining thereto.  And, if supported, set the public hearing for second reading and possible adoption of the Ordinance for December 13, 2016.  Community Services.  (All Commission Districts.)

15.         Hearing and possible action to conduct a second reading and adopt an ordinance amending Washoe County Code Chapter 110 (Development Code) within Article 306, Accessory Uses and Structures, at Section 110.306.10, Detached Accessory Structures to add regulations governing the establishment of agricultural hoop houses and high tunnels, including requiring them to meet detached accessory structure placement standards and height limitations for the applicable regulatory zone, but exempting them from general lot coverage limitations; within Article 902, Definitions, at Section 110.902.15, General Definitions to add a definition for “Hoop House/High Tunnel”; and other matters necessarily connected therewith and pertaining thereto.  (Bill No. 1771).  Community Services.  (All Commission Districts

 

16.          Possible Closed Session for the purpose of discussing labor negotiations with Washoe County, Truckee Meadows Fire Protection District per NRS 288.220.
